Need help with Excel spreadsheet

Hi!
I'm trying to make something on the computer which has the current time on it and also counts down in a separate box. It also needs to reference values from an excel spreadsheet dependant on what the time is.
I think I can do all of this in Excel but can anybody advise the best way or somewhere I can look for an example program to help me on the way?

A bit of Excel VBA and a UserForm should be able to handle this.0
