Mobility scooter/wheelchair insurance

Can anyone recommend an insurer who might insure my son's electric scooter, and manual wheelchair - just these items, nothing else - when he moves away from home to live in University accommodation next week?
The insurance that comes with his flat only insures items while they're inside the flat(!) and refuses to cover the other items as they 'don't come under our definition of personal possessions'.
Anyone? -I'm grateful for all suggestions!
