Referencing help pleeeasee

Hi i was wondering whether anyone could help me with referencing... ive got a document by richard bwlby in pdf format http://www.telegraph.co.uk/news/graphics/2006/10/21/bowlby.pdf

and i got it from this website... http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2006/10/21/nursery121.xml

But im so confused as to how to reference it!!! ANy help would be greatly appeciated... we use harvard referencing by the way
