Locks on private rented property

I have just begun a private tenancy, sharing with some friends.
We have noticed that a number of the windows at the property have no locks on at all.
My question is should the landlord/managing agent have locks fitted to the windows?
And if the responsibility isn't theirs can they reasonably stop me from installing locks? I have no issue paying for locks on the windows, but I would have to gain their permission to do so first, as it would altering the windows...
Any advice is greatly appreciated!

They have no legal responsibility to you to provide locks, but I'm sure no reasonable LL would have any problem with you fitting them at your expense provided you left them the ability to open them after you left, although technically they probably could stop you.0

Do you have insurance? If so, I would write to the LL stating that the absence of window locks is invalidating your insurance. Ask him either to fit window locks or to give permission in writing for you to do so.0
