Google Chrome bookmarks poser

For reasons best known to itself, my Chrome browser has recently decided not to add any new bookmark to the 'other bookmarks' drop down menu, as it always used to, but instead to the top toolbar section as an individual link.
I find this quite annoying because it looks like I'm now going to be dealing with two repositories of bookmarks rather than one, since the older ones are still in the drop down menu!
I wonder if anyone else has noticed this happening and whether there is a way to stop it.

You need to select "other bookmarks" as the folder in the drop down when you bookmark a site.
Having done it once it should remember that other bookmarks was the option last time, but I always check every time.
To tidy up, go to the bookmark manager and drag the ones that are in the wrong place to where you want them.0
