Potential NPB

I sold a few items yesterday and one was a pair of boots which went for rather more than I expected.
When I checked my emails this morning, there's a message from the winning bidder saying they have problems with their paypal account and have no means to pay me - can I just relist the boots?
I accept cheques and Postal Orders, so I've messaged back suggesting the buyer use either of these options. I guess there'll be another excuse or simply silence.
How long would you wait before opening an NPB case?

You can't do it for 4 days. The problem with that is they can then pay & leave neg FB.
You could ask them to accept a mutual cancellation but the problem with that is if they deny it then you don't get your FVF's back & can't open a NPB. If they do accept then you can 2nd chance the under bidder.0
