contact bailiff advice as recommended above- it's run by a forum regular called Herbie21 and what that luvvie doesn't know about bailiff law and regulation probably hasn't been written yet! There is a premium rate number if it's an emergency (ie the bailiff turns up again) or start by sending her an email through there and she will be able to help.
If they are getting nowhere at all then definitely get the depression documented and if need be contact the local MP complaining about the way this has been handled. Also get them to put together a payment plan - do a full SOA on here and we'll do what we can to help. We need to know if it's only the CT or if it's all the bills that are being missed and this is just what has come up first.

The advice by willgetthere and mrs tine is very good. Your friends should work along those lines.
As regards the wife's mental health issues, that makes her a 'vulnerable person' which the bailiffs should not have enforced the debt against really, but I'm sure the bailiff will simply claim that he did not realise this.
Your friends need to work that vulnerability angle to get the debt taken back by the council and all bailiff fees dropped. If the recovery section themselves do not want to play ball then I suggest they contact their local councillor. Get them interested and the problems will get solved very quickly.
If the council take the debt back they will want an arrangement to pay. It's important that any such arrangement is STRICTLY adhered to, and that the husband doesn't allow things to slip to this stage ever again.
I think a lot of people think that Council Tax isn't that important because it doesn't trash their credit rating or anything, but it is what's known as a priority debt because (in theory, though its unlikely in practice) it is is possible to go to prison for non payment.
