Best program for illustrations?

I am looking for a program which can be used to draw illustrations and can be published on the web. I have never done this sort of thing before, so I am not sure exactly what program is most suitable, however I may adapt the drawings from a photo image or possibly use parts of a photo image to generate the drawing
The Coreldraw series look rather expensive Coreldraw X3? although there seem to be some good deals on Ebay.

However, it is unclear if these are upgrades from a previous version, so you need to buy the basic package.

If you're a beginner then I wouldn't recommend purchasing expensive professional software such as Photoshop, Illustrator, Fireworks, CorelDraw, etc, as there are plenty of excellent free alternatives available, which will probably meet your needs far better.
