computer not booting

went to turn my computer on this morning and received a black screen stating it had not been shut down properly, would i like to start windows normally or safemode or with networking, if i did not do nothing windows would start normally after counting down from 30 seconds, the trouble is for some unknown reason the up and down keys keys on the keyboard do not work unabling me to move the arrow to which start up i require so the 30 seconds count down and the process starts again so i cannot accesss the desktop, i have not installed any new software or hardware, so nothing is different from days or even weeks ago, any help would be appreciated, thanks

Can you go into the BIOS setup? Or do keys not work anywhere?

What is the make and model of the computer? What version of Windows?

Is the keyboard actually plugged in? Into the correct port?

Switch on the computer and keep pressing F8 say once per second. You will get a menu, select the option for safe mode

    Questions.
Q1, how old is the keyboard
Q2, have you replaced the Cmos battery should be a CR2032 battery, time machine would be what, 8-10years old,
Q3. have you checked the PS2 connection could have come loose unless your using a new USB keyboard
Q4. do you have another keyboard you could connect
Q5. Have you cleaned the keyboard could be a bit of dirt under the up and down arrow keys.

as its a Time Machine, I would recommend changing the CMOS battery I used to have a Time Machine still got the monitor.
check the connection of the keyboard,
