Solicitor making mountains?

As it is so simple and cheap to fit isolation valves, it seems to me to be an attempt by the purchaser/ ( is their solicitor acting in accordance with instructions or acting off his own bat) to drag out proceedings. Solicitors charge out rate exceeds the cost of the policy or the cost of a plumber.
ps no need to add inhibitor if you freeze the pipes. how do you know that there is any inhibitor in the system or it may no longer be effective.0 -
The solicitors are saying whether the valves are fitted or not that they want a policy taken out. The price for this has gone from £30 to £88! And they want me ( the seller) to take the policy out. Why is it the seller who does this?
The conservatory was built in 2002 so exempt from the change in building regs.
Who would I contact in the council to say it doesn't need them?
We were due to complete next wk but this is holding it up.

I just emailed Building Control and gou an answer the same day which I forwarded to the solicitor.0
