Grumble at Virgin Mobile data protection

My mobile is in my husband's name, but I'm the one using it. We were a bit crap with the bill this month, so today it finally got cut off. Cue conversation with a VM man who asked me for the password to husband's account. I didn't know it so he couldn't do anything, which was fair enough even though I was offering to pay with my card.
Later on husband did pay it through the automated thing on his phone, but the services still weren't coming on. So I rang VM again, armed with the password, gave them the password, and the guy said...
"We need to talk to your husband to get his permission to activate the services again."
What? The bill was paid, surely that's enough permission to activate the services? Who pays a phone bill without wanting to actually use the phone? And why make such a big deal about knowing the password if it doesn't actually get me any further?
Husband called them again in the end (he works nights, so he's at work now) and activated it, plus asked to send him a form that gives us both equal control over the account. Ridiculous.
