Its 7.6 MB but Very Slow Broadband?

in Techie Stuff
have just had a BT engineer out to test the line due to poor broadband speed - he claims I have 7.6mb coming from the router (I live near the exchange), but yet when I download files the transfer rate is 20kbps??
any ideas?
Windows Task Manager/Networking shows Network Utilisation at less than 1%??

Pipex is my ISP - have already spent 4 hours on the phone to the conducting line tests - they showed i had 160kb when the min for broadband is 4000kb?
But the engineer is saying that the connection is fine?0 -
