Oven fan on all the time

My daughter has just had an electric belling range cooker (lucky duck) the trouble is there is a fan that is on constantly! S.i.l. asked the electrician who fitted it ( a very good chap) and he said something about perhaps the timer programme ? We've all looked at it and it's only the clock that's switched on.
Any advice would be very welcome .
