Advice on damaged ceiling

Yep 100% Artex from the second image. Must be my eyes. The first image looked like a "back to front" version of the second but when you put them side by side its obvious.
Looks loose enough to remove with a steam stripper or just skim it.
So why on earth did the first image appear inside out - peaks became troughs and the missing bit where the rose was seemed raised?

The ceiling is in a small hallway which only gets light when doors to other rooms are open....repairing seems like a good option as the rest of the Artex is fine.

Can anybody advise on how to apply the texture? I'm guessing with a sponge and brush with some practice on some wood beforehand!

I would scrape of all the loose stuff, fill and match the artex with more artex, then over paint the lot with a couple of more coats of smooth artex.
If you do it right you will never see the patch.0
