Minimum Spec for streaming compressed HD

I have been streaming free live coverage of the USA Pro Cycling Challenge this week. The picture quality in HD is great when I get the picture as intended. Unfortunately that is only about 5% of the time for me, the picture tends to be slightly blocky most of the time but watchable although occasionally it goes very blocky. At first I thought this might be because of my broadband speed (about 2.8Gbps) but on discovering that 3 hours of streaming was under 1.2GB yesterday I am now thinking that perhaps it is my hardware that is struggling to cope with decompressing the data.
My hardware config is Intel Core 2 Duo T5800 @2GHz, 3MB RAM, NVIDIA GeForce 9200MGE Garphics card.
Any advice appreciated.

Did you really mean to put loose?
