Can a car insurance company pay out without contacting the policy holder?

I've never known it to happen but I can remember a lot of cases where I tried to contact the policyholder and never got any response from them.
Ultimately at that point you have to decide if it is better to pay up and mitigate costs or decline the claim and see if they issue proceedings. Of cause if the TP only has TPFT cover and their vehicle is a T/L you can have some nice credit hire charges mounting up as you try and get hold of your PH.0
