Can I appeal my Council Tax Band if Everyone is Paying the in the Same Tax Band ?

    Council Tax bands are based on property values as at 1 Apr 1991, 1993 values were at least 10% (up to 25% in some cases) below those of 1991.

    It is the value of the whole property sold as a 100% share that is looked at for CT purposes, the £47,950 only represents a 95% share and this sale price may (and I stress may) represent a value lower than 95% of the whole property. So although the 1993 sale price may seem helpful it has to be adjusted to bring it into line with basis of valuation for Council Tax.

    Whether or not the HA would sell their share is irrelevant for CT purposes.

    Look at these tables produced by government housing statistics and then show me where house prices fell 10% between 1991 and 1993:

    Based on a new dwellings price in 1991, house prices dropped about 2.5% by 1993 ;)

    According to Table 512 bungalows went up from an average price of £40,098 to £45,911 in 1993, so again where is the decrease of 10% during this period ;)

    I can only speak with the experience of dealing with several thousand council tax appeals for 12 years from 1993, studying actual house prices in 1990, 1991, 1992, 1993 (and the next 12 years). Prices were falling at an alarming rate from 1990 to 1993. I took cases to the Valuation Tribunal and successfully demonstrated how prices fell by 20% from 1991 until 1993.

    The VOA has details of virtually every property sale in the country, but as their records are not available to the public (except when they disclose details of sales evidence they will produce at a Valuation Tribunal) I can't show you the proof.

    Perhaps it depends on the regional areas you are talking about, prices in the West Midlands have always been traditionally low anyway so don't move much on low priced properties and bungalows tend to hold up well on price.

    Yes, up until the 1960s both sets of grandparents lived in 1930s semis in (certainly then) very pleasant parts of Longbridge and Northfield. Looking on Rightmove, prices of these houses seem very low.

    Have you checked the VOA website for the bands of your and neighbouring bungalows to see if any have appealed?
