Cancelling mobile insurance policy

Hi,
I was hoping someone could confirm where I think I stand. I think that I am entitled to cancel a mobile phone insurance policy within 14 days of receipt of the policy documents and receive a refund of the premium paid so far. I have just tried to cancel within 14 days and have been told that because I am outside of their 21 day cooling off period their system won't let me cancel. This has now been raised as a complaint internally. The documents took a while to come through by post which puts me out of their cooling off period but still within 14 days of receipt of documents. When I quoted my statutory rights they did not seem to understand what I think they are and my opinion on the law. If anyone can confirm and link to where it says such law then I would be very grateful.Also I took out the policy on the phone when getting contract.
