    I attend a gym at the local council-run leisure centre. I pay a monthly subscription which is the same as I would pay for a privately run gym - but the leisure centre is more convenient. Are the staff of the gym paid from (a) taxes, (b) my subscriptions or (c) a combination of both?

    I don't work in the public sector, but surely you are saying that people should be paid the rate for the job. If I was working alongside someone and doing an equally good or better job than them, then I would expect to be paid the same,or my employer would be getting my labour on the cheap.

    Think of increments as a bit like the minimum wage. Youngsters get less as they bring little experience to the workplace, but as they get older and their skills increase they get paid more until they eventually get paid the rate for the job.

    different rates of pay for long term workers happen in the private sector too
    staff member A starts a few years ago on £25K,receiving % increases every year
    staff member B starts now and is offered £25k.(or in many places a lower wage!)
    so the member who has a few years service is already on a higher rate
    I remember years back working with a Sous Chef at an Edinburgh hotel
    He had over 10 years service and had received a % pay rise every year
    so the rise compounds each year on the higher wage

    (c) a combination of both?

    Mainly taxes though as leisure centers tend to be massive loss makers for councils.

    European funding.... isnt that still just part of the state (ok a wider State than simply the UK)?

    As for your second point, I still haven't seen anyone on this thread saying scrap the public sector.

    But I thought you were saying there had still been incremental increases in scale with the pay freeze in place?

    The top of a scale is always frozen unless unless you get a pay rise or move scale that has nothing to do with what you said?

    But can you clarify what you are saying, are people still moving up scales in a pay freeze environment?

    Presumably the private sector if it is required (by the rich and greedy ;)).
