Builder won't give me my keys

    Well yes, he's badly organised not dastardly, the fact the job dragged on but is still a good shows that he's just hopelessly disorganised, which is why I suggested the OP makes it as simple as possible to get the keys back by making him keep them with him all the time, and going to collect them herself.

    Except that the op makes mention of him becoming aggressive - this is why she's reluctant to phone him or contact him. I'd be considering how much replacement locks would cost vs peace of mind, tenner each? (but probably not the key fob)

    If you have his home number I'd ring that in the evening and hope his wife phoned, and offer to go and collect them there and then.

    I completely missed the aggressive part. Yes if you go get a friend to go with you and change the locks anyway.

    I'm not sure how to change the fobs, but if it's not too costly ignore the builder and change it all yourself.

    This almost certainly just needs either looking at the instructions or doing a bit of Googling with the make/model numbers.

    All decent garage openers have a "forget" or "reset" and a "learning" mode - so you can set it so that only the fob you have is valid to open it. When/if he gives you the other one, it should only take a few seconds to make that one valid again.

    Failing getting them, how do I get the fobs changed on a remote push the button to open it garage door?

    Unfortunately I'm a girl on my own & the builder has already been exceedingly aggressive so phoning him petrifies me. :(

    Easy thing to change the fob frequency to another one thus rendering the other fob useless.

    Re changing locks : I would simply fit padlocks if possible to the rear garden door and garage door, you could also turn the power off to the garage door opener.

    The current ones don't work on different frequencies. They work by recognising the (hopefully) unique code that each fob transmits and comparing it with a list of ones that are allowed to open the door.

    As I said earlier, it should be simple to clear the "permitted" list and then add only the one that the OP has.
