Incapacity benefit tax credits council tax benefit

Hi,
I receive incapacity benefit which is non taxable as it was pre 1995.The tax credits have amended our award for this year and are looking at previous years at head office as this shouldn't have been included as taxable income.Today we have received our new council tax benefit award and new council tax bill which has risen from £100 to £180 per month as they said we have been paid too much council tax benefit for 2011/12 bill.Is this correct? Also should the council tax benefit income have my incapacity added as it is non taxable.I asked them and they said it should be added. Is this correct.PLease help not sure this is correct.Any comments graetfully received.
Thanks
