Red lines on laptop screen

I have a 3-yr old HP laptop which is now showing random red horizontal lines on the screen (around 25% area around the edges).
These lines are random and appearing for few seconds and then disappearing.
Is this a hardware/monitor issue?
It is out of warranty. Does it worth repairing (how much appx.) or I shall be looking to buy a new laptop?

Are you sure they're not the spell check?
Artefacts appearing on screen usually suggest a graphics card problem. Do you have a proper monitor you could plug the laptop into to test?0 -

If it is a 3 year old laptop, chances are it is a chipset issue on HP. Is it a DV series by any chance? Also can you tell us if the graphics card is a nVidia 8000 series?0
