Red lines on laptop screen

I have a 3-yr old HP laptop which is now showing random red horizontal lines on the screen (around 25% area around the edges).

These lines are random and appearing for few seconds and then disappearing.

Is this a hardware/monitor issue?

It is out of warranty. Does it worth repairing (how much appx.) or I shall be looking to buy a new laptop?
Happiness is buying an item and then not checking its price after a month to discover it was reduced further.

Are you sure they're not the spell check? :D

Artefacts appearing on screen usually suggest a graphics card problem. Do you have a proper monitor you could plug the laptop into to test?

My laptop has HDMI port. I might plug it to my TV and see if it works.

If it is a 3 year old laptop, chances are it is a chipset issue on HP. Is it a DV series by any chance? Also can you tell us if the graphics card is a nVidia 8000 series?
