    i'd get in touch with the uni accommodation office. most LLs are on their lists of 'good' LLs as it makes it harder to get students in if they're not at all affiliated with the uni. the uni therefore has a lot of sway with them. even if your uni doesn't have that system, they are used to being involved in disputes. they may be an alternative to the council to try and get a solution amicably.

    A letter from the council or even a solicitors letter should make it quite clear to her that this behaviour is not acceptable. I'd also change the locks to be on the safe side as well.

    Is the Rolex watch that you left on the sideboard missing? this is the sort of accusation that this Amateur Landlord is risking being made against her!! Change that lock.

    Can this tenant make a deduction in her rent for each unauthorised visit from the Landlord?
