HMO + Council tax + dodgy Landlord + dodgy tenant. Need help to avoid losing deposit

    It just means it's technically not licensable.

    However I would hold onto your single tenancy. As I see it the landlord is liable for council tax, he can pass liability onto tenants. However I can't see how via a single tenancy he could pass on joint liability i.e. if you didn't sign with the other guy how on earth can you accept joint liability - it's up to him to claim discounts if only one tenant etc. If the council tax is not in your name I'd let the landlord chase you for your share, I don't see how the landlord could chase you for liability for other guy on a single tenancy.
