Heating a Studio Flat

I need to get new heating installed in to my studio flat - I have just bought it and it has a storage heater in the entrance hall that does not work and a gas heater in the studio room that might as well not work for the amount of warmth it gives.
I am thinking of central heating - So far I have had one quote of £3600 which is for 3 radiators (main room, entrance hall and kitchen) towel heater and a condensing combi boiler (at present only a water heater). This sounds very steep to me but I have no idea how much this should cost.
I have also looked into getting underfloor electric heating as it seems a lot cheaper to install but I havent a clue as to if its actually any good or not??
If it helps I am in Bedfordshire and the flat has 2 1/2 outside walls
Anyones advise would be much appreciated as I am currently very cold!;)

Storage heaters are easier to install and maintain (they don't require an annual Corgi check
)
The price for gas possibly reflects the awkwardness of the job, although I would be inclined to get more quotes if I were going down the gas road.
Short term - get the storage heater checked out as the thermal cut out may have tripped. If you have to replace the heater get a Dimplex, as I find spare parts easier to get. I fixed a 27 year old dimplex storage heater in November.
Spare parts had changed but they sold a conversion kit for less than £50, including new thermostat & over heat cut out.baldly going on...0 -

out of interest how much do you think it would cost to replace the broken storage heater ( this one looks about 50 years old hehe) and install two or three more?
