Help - Pop up waste stuck closed!

Hi,
Hopefully someone can give me a bit of advice. The pop-up plug in my bathroom sink is stuck closed. It seems the black seal around the side is slightly out of place, and the plug has gone in too far, so it's firmly stuck.
I have tried twisting it from the top, as I normally do to remove it for cleaning, but I can't get enough of a grip.
What is the next step? Do I need to undo the pipe underneath? I have never attempted any plumbing before, but I am willing to give it a go if it's simple. If I unscrew anything, do I need special sealant or anything to put it back together?
Any advice??!
Thanks

OK - panic over! I used a sucker thing I had on the window for holding up last years Christmas lights, and with a little bit of damp it clung on hard enough to raise it up slightly, and can then unscrewed it off. Looks like it needs a replacement seal.
Now the challenge is to see if it is possible to get a replacement.
I think this validates my decision to never quite clear up last years decorations!0 -
Maybe the rod has just come unscrewed, can you get underneath and behind it.Liverpool is one of the wonders of Britain,
What it may grow to in time, I know not what.
