Sounds like cobblers to me, Lee.
There's already Graduated VED based on emissions so there's no logic at all in a specific anti-4WD tax. Whether the government might make the current GVED more graduated is a different matter - and I wouldn't be surprised if that happened.
What's pathetic at the moment is that "old" cars (and that is not very old at all - my 6 year old car is caught by this) are automatically taxed at the top rate if they are over 1549cc even if they are relatively low emissions. (My car is 1598cc and relatively "OK"). And cars under 1549cc pay only £105 even if they are awful on emissions (luckily my wife's car is 1528cc so does OK on this)! This is very harsh on the poorer people who have older cars because they can't afford anything newer, and need a decent sized car because they have kids/whatever.0
