Exterior painting advice - porch has paint on already?

We are painting our porch and the back step which is wood and already painted white.
Some of the paint is peeling off leaving bare wood and the rest is looking a bit lacklustre
Would we be right in cleaning the wood, sanding the wood, putting on undercoat (over the paint and bare bits) and then a top coat?
Is it ok to just put undercoat on the few bare bits, (they are quite small, where the paint has peeled off), rather than a dab of primer, then undercoat, then top coat?
We have some scraping to do so the bare bits may increase but we dont really want a lot of work, neither do we want to repeat the process in 6 months if we dont get it right.

Bare wood need a primer first use once you scrapped off loose paint, then undercoat and gloss/satin etc0

thanks colin, the undercoat we have says 'water based undercoat/primer'. it says it is an undercoat for metal and a primer/undercoat for wood?
but then later in the instructions it says, paint over primed wood?
trouble is, we've painted it now. there are lines of bare wood, like thick hairs and then about 3 blobs of bare wood the size of your thumb nail
ive painted them with the undercoat/primer stuff
is this a problem?0
