    If you got damp then no amount of papering/painting will prevent it coming back, it may hide it for a while, the reason for the damp could be structural or due to water ingress from say blocked drains/guttering for example.

    It could be condensation although shouldn't get that this time of the year that can be prevented air circulation/ventilation/insulation

    Its your landlords responsibility to do the work not you

    You can get anti-condensation paint or indeed bathroom/kitchen paint which is less likely to get condensation on it accept maybe in extreme cases
  • You should be ok. My parents have been painting over the same wallpaper every 5 years for 25 years and it's still holding up just fine! ;)

    Use a primer first if it's very bright yellow and you want a white finish. Cream/ivory/neutral would be more forgiving than pure white though.

    Might need a chisel to lift that wallpaper off after all that time and paint

    You can paint directly over some wallpaper, but if Op says they got damp them no amount of paint/paper will stop it coming back. It will just mask over the problem for a while

    As others say, you really need to find the source of the damp. If it is condensation, due to someone having aired laundry indoors, or a bathroom with no extractor, then you need to stop the condensation causing activities, or increase air flow. If the damp is more sinister, the landlord needs to sort it out. For painting wallpaper use a roller on a pole. It is easy. Check u-tube for example demos. First stick the wallpaper down with wall paper paste. Powder is cheap and easy to use. I bought a seam roller from B&Q to smooth it down, but the roller fell off. Hi ho.

    Whatever the cause of the mould, it needs to be sorted out or the mould could give you health problems.
