Re-siting Back Door

Can someone tell me if re-siting the Back Door so it ends up opposite the Front Door is allowable?
The door is in the Kitchen and there is a "passage" hallway before you get to the front Door but it will be inline with it.
I thought there might be some regulations as maybe a fire risk. Also, if it is allowable, would I need to get Planning permision?
