when should you pay parking charge notice

i got a parking enforcement notice from civil enforcement ltd
and i have read on here that you should never pay these people
but in what situation should you pay them ?

if the sign says 3 hours and you go over then surly you have done something wrong and should pay the penalty ?

    You should pay for parking if their is a charge!
    You should not park on someone's land if you are not using their facilities!
    You should park responsibly!
    You shouldn't park in a disabled bay unless you or a passenger are disabled!
    You should reimburse a landowner for any loss that they have suffered!

    Whatever the signs say about time, if you are using the facilities why should you be timed. If a supermarket is busy and it takes longer then normal to get through the tills, do you think they would pay you a penalty?

    You should not pay any PPC because they have lost nowt, and they are not allowed to penalise you. They sneak into these car parks with the promise of managing them for the owners. What they really do is penalise [or try to] customers for every minor indiscretion. I don't have any sympathy for a commuter who parks all day in someone's car park and goes off to work, in my opinion they are the reason for these parasites popping up everywhere.

    So unless you have abused someone's car park don't pay, and if you have to, pay what it would cost to park somewhere all day. Not £75 - £150 for staying too long!
  • You could morally argue that you should not have overstayed the 3 hours (or argue against) however the issue arises from the disproportionate charge made by these companies. They are not 'fines' or 'penalties' as by law, private companies are not allowed to make these.

    If the landowner believes that you have broken the conditions of the contract (which is a whole different story) then he can claim damages against you. He would be able to claim the money back that he has lost from your actions. I assume that your parking notice is for in the region of £60? You don't say how much, if anything, the cost of parking where you were is but lets say that it's £4 for the 3 hours. If you went half an hour over, does that add up to £60 worth of losses for the landowner? Nope. It would be seen in court as an unlawful penalty and as a private individual cannot penalise another, it would be thrown out.

    Private Parking Companies (aka Scumbag Criminals) thrive off the publics lack of knowledge. They also use a variety of underhand fear tactics to give the impression that they have some form of authority. They do not. This forum exists to give people knowledge and therefore power to fight these invoices. Although, there is not much of a fight to be honest. The often given advice here, to ignore them, is the right one. Use the Sticky thread at the top of the main parking forum page to show you the letter chain you will receive from Civil Enforcement. That should help to ease your concern.

    The only time you should consider paying a parking ticket is if it's from either the council, the TFL or if it has legally mentioned railway bylaws and even then you should appeal against them. All PPC tickets should be ignored and in my opinion, you have a moral obligation to not pay it because if you do then you keep these muppets in business who will then by able to continue to harass other innocent victims.

    Never pay a Private parking company. Their begging letters are not fines or penalties.

    The whole industry is based on scamming innocent people by copying official-looking 'PCNs' and then bombarding the registered keeper with debt collector empty threats. :mad:
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Dear sirs. As you are aware Notices and contractual signs are clearly placed around your home on private land.
    As you aware the notices quite clearly state that cats must not be left outside in excess of 3 hours.
    As photographic evidence clearly shows your cat was left outside 3hrs + 7 minutes you are now served with a cat left out excess charge notice;
    YOU MUST NOW : pay £120 to cats left out scams: po box 32 middle of nowhere ls1,1mug
    WARNING Do not Ignore this charge notice:
    failure to pay will result in the charge rising to £150 + £3 per day charges
    If you fail to pay this charge notice we shall take court action which result in court action where you will be served with a county court order : substantial extra costs added to the charge notice and we shall instruct bailiffs to throw your cat in to a plastic shredder.
    Appeal: please write to the above address if you feel this charge is wrong, you should enclose full payment with your appeal.
    YOU MUST NOT IGNORE THIS NOTICE:

    Correct, should allow it if you drop the http or www at the front of it though..

    e.g. If you overstay your welcome by 30 minutes in a car park that costs £1 an hour then of course you should pay any invoice you receive for the unpaid parking fee , that is 50p.

    I would def send the 50p to a parking company in those circumstances but I might forget to put a stamp on the envelope ;):rotfl:

    and what if the sign just says 'NO PARKING' so there is no ticket machine
