PCN issued for a partially paid fine...

Hello all 
Back in June I was fined for parking in a loading bay. Now, the fine itself was a fair cop, I was being lazy....
The problem came after I went to pay said fine. Off to the Town Hall, ticket in hand. Stand there for a bit, wait for the woman to do her thing, then *kerching!* 'That's £25 please.'
I duly paid up, and off I went
Fast forward 6 weeks or so....called into the office at work. 'Uh, whats this Biscuits?', 'Uh, that's an NtO for a parking fine Boss'. 'Correct, sort it out you spanner'
It turns out that the fine was £70, with a 14 day window for a 50% discount. The desk monkey at the council undercharged me when I wen't to pay the fine all those weeks ago.
Long story longer, they now want another £45, the remainder of the original fine. Obviously, I don't want to pay that.
Does anyone know where I stand with this? My gut feeling is just to tick the box saying 'I have paid this already' and see what happens.
What do you think Internet?

That's a weird one! In consumer law, if you get undercharged then there is no right to request additional money afterwards as the 'contract' is complete. That law won't apply here though. If I were you, I would go over to Pepipoo and post a thread there. Lots of clever people with legal backgrounds will be able to advise you.0
