Debt Collection Agency email.

Hi,
Yesterday out of the blue I recieved an email from a debt collection agency, asking me to contact them urgently regarding money I owed.
I contacted the company and found the email was regards to a small amount (£7.10) that I apparently owed 1 and 1 internet for a domain I had many years ago. the Debt collection agency told me I now owe 12.60 due to late fees.
While the amounts we are discussing are very small. This happened last year and I paid the amount to the debt collection agency as I could not be bothered with the hassel for such a small amount. I was told at the time my account would then be closed, the end.
However I am now being chased again for 12.60 for the same domain. When I have spoken to 1 and 1 they said the account was never closed and I would have to take this up with the debt collection agency, nothing they can do as it's my fault the account wasn't cancelled correctly. If I paid within 30 days I would be removed from any credit affecting list the debt collection agency have.
Any advice as to where I stand, as I cannot prove the telephone conversation I had with 1 and 1 last year. If I pay this 12.60 whats stops this from happening again next year? I know this is a small amount but its the principle of the matter that is annoying me.

How did you pay the debt collection agency? can you not just provide proof that you have already settled the debt?Thinking critically since 1996....0
