    if the rooms are in the same ownership then usually plasterboard walls would meet regs

    But shouldn't the plasterboard extend to the concrete floor above the ceiling height?

    no because the floor is the seperation, not the walls

    So the whole of the cavity above the ceiling and below the concrete floor of the flat above is one big open space with trunking and pipes etc,and does not require any boards to separate the rooms in my flat for fire reasons?

    the seperation required is between your flat and the upstairs (and downstairs flat), the concrete floorplate is providing that protection, the ceiling cavity and your rooms are effectively the same space in terms of fire seperation
