Not sure if i'm in the right section, but here goes....
I live in a link detached property so next doors garage is attached to my house. If he were to want to convert the garage in to a room, would he need to apply for planning permission or could he just go ahead & do it?

Unless it's a listed building, in an area of outstanding natural beauty, conservation area or had it's Permitted Development Rights removed for some other reason (usually things like Barn Conversions) then no, he will not need Planning Permission.
Link-Detached is a marketing term. The Land Registry only has three terms for houses: Detached, Semi-detached, terraced.Everything that is supposed to be in heaven is already here on earth.

Even if not subject to Planning Permission, it will however in any case be subject to the Building Regulations.
