advice please on dispute with plumber/builder

It's been a while since I posted, but I know this forum is great for useful advice so wanted your thoughts on this problem.

We moved into a house and soon after had a builder convert the garage into a larger kitchen. The garage and room above was an extension done to the house by the previous owner.

The problem that has arisen is that the radiator that they installed into the converted garage room has never worked since they left site 6 months ago. The plumber used by the builder came back once in this time to look at it and it turns out when the original garage extension was built the radiators in the room above the garage were plumbed into the hot water system rather than the radiator system of the main house, so they will be on if we are heating water for the tank even if the central heating isn't on. When we had the garage converted the plumber just plumbed the new radiators to the ones in the room above and so it would seem this isn't sufficient to get water flowing to the new radiator.

When he came to look at it he tried to draw water through the system to get it working, but it didn't, so it was left with saying he would come back when he would have the time to do the job properly. Months of me contacting them has passed and I still can't get them to come back. I've not had any explanation for the hold ups, just "we'll sort it next week" type responses. I can only assume they realise it is now a big job and don't want to touch it since they have all their money and are maybe feeling like it's not their fault.

I can appreciate this is potentially difficult to resolve as maybe the fault is caused by the system being a bit dodgy in the first, but they had plenty of time on site to pick up any issues with the system.
