My car club parking bay was occupied

I have just returned from a visit to Edinburgh where I hired a car club car mainly because it would have its own dedicated city centre parking bay.
But when I tried to park there at the weekend, there were two non-car club cars in the dedicated parking bay. They both had PCNs stuck on their windscreens, but it still meant there was no space for me to park. I had to go on the end of the bay which meant parking on double yellow lines. So of course I then also got a PCN.
This particular bay is for 5 cars so it's pretty long, probably around 25 metres. I am appealing on the basis that there is only one small sign for such a long parking bay. If the signs were bigger and more frequent then those cars wouldn't have parked there and I would have been able to access my parking space. I can't dispute that I was on double yellows.
Edinburgh Council actively encourage using car clubs on the parking section of their website, so I was trying my best to do the right thing. I have said to them that I was let down by their insufficient signage. We will see what happens next.
