Can the council make me pay impound fine whilst declared SORN on private property ?

Is it council property? Does the tennancy agreement mention this? What exactly was the damage so far we know you had a broken headlamp. and you had removed all the glass.
Were there any sharp edges? Any pictures?
You do have the right to challenge them in court, speak to a solicitor.0 -
So I can walk into Currys pick up a new TV and walk out without paying and not get arrested as long as I intend to return it at some time in the future ?
Technically you can't be convicted of theft provided you can prove that you intended to return it as the legal definition of theft is that you intend to permanently deprive the owner of their property.
You may still get arrested though.0 -

Friend had this done to him although weirdly it was taken from the road.
Vehicle was taxed and insured, it just didn't move as the chap was fixing it up. After six months, someone reported it abandoned and the council towed it without trying to find out who owned it first.
Best part was it was a six wheel drive ex-forestry lorry, vintage thing really and they towed it with the rear wheel on the ground, thus wrecking the gearbox too.
Very expensive lesson for them.
That said, i think you might be kippered with it being a communal car park. Our council here won't shift them if someone claims responsibility so check over your tenancy agreement (our car park isn't council land though).
