Getting ready to put in an offer.

I'm getting ready to put in an offer.... but it's 20 years since I went through this agro... and the stress is getting to me, stopping me from sleeping properly!! I've been trying to read as many posts on here as possible.
Anyway we've seen a property that we like ... an older house (1930's) in an area with newer houses (but that makes it difficult to work out what it might be worth - none of the 10 older houses have sold in the time-scales covered by the house price sale sites). It is on for £290K for a 3 bed semi in need of decoration definitely and also it will need some work to suit us - kitchen is a shoe box currently so some kind of extension probably.
So the first question is how low would you go in with your first offer. I don't want to pay more than they are asking in the end but it is the first house for ages that has interested us - it's not perfect by a long way. So not head over heels with it but we want to move into the area for school reasons. It has only been on the market since the end of June and the EA has mentioned that it is a rare purchase several times but isn't being really pushy either. From what we gather the seller is moving to a nearby town to move in with his partner.
We are currently preparing the finances ... not got the MIP yet but documents sent off etc. Should I have a solicitor lined up before I put in an offer.

look at sold prices for comparable houses in area
solicitor can be sorted after u have offered accepted, but worth ur while ringing them to enquire what their fees are to save you time later0 -

I think it varies according to purchase price and what searches you require.0 -
Too late - discovered it has gone SSTC!!!:(
Now I'll have to wait and see what level they ended up accepting ... I had decided to go in with a £250 000, initial bid though not expecting it to be accepted.0
