Housing association - tenancy agreement

Hi,
I need some advise please, a few years ago my Dad passed away and the tenancy to our house was in his name. My mum wanted to transfer the tenancy into my name but the housing association said it was not possible my mum was sure it was, the housing people said they checked will the legal dept and it wasn't possible. We have just found all the tenancy paperwork which clearly states she could have transferred the tenancy - do we have the right to challenge the decision bearing in mind it was 4 years ago??

    Some questions :

    1. Where do you live ? - the law is different in Scotland
    2. What type of tenancy is it ?
    3. What size / type of property ?
    4. Where were you living when your father died?
    5. Who lived with your father when he died & how long had they lived there?
    6. How did youer father get the tenancy? (ie was it allocated to him in his name, or did he take it over from someone else)
    7. I assume mum took over the tenancy and is still there - if not what has happened?
    8. What does the paperwork you have found actually say?

    Sorry - lots of questions - but rules on succession and assignment can be complex
