iTunes library help!

Yes, I know,temperamental Apple products, what do I expect...but I am totally at a loss as to why this isn't working!!
I have had my iTuneds library on an external drive for over a year now-since I found that the laptop I was using for it was slowing down dramatically, and I was worried I'd lose all my data, its worked perfectly with the laptop since I moved it over, and the laptop even sped up a little
We have just upgraded our PC, and now I want to use iTunes on there instead, as its a much more reliable machine, but I cannot get the library to stay in iTunes!!
I have been following several sets of instructions online (all say the same thing) and it just doesn't work! I have changed the location of the iTunes library to the folder on my ext. drive, I have added all the folders and it all shows up in iTunes, and all plays etc. When I close and reopen itunes however, its all gone back to its just-installed-and-empty state again.
I have double checked that the drive is properly connected, that the new library folder location has saved correctly, and it still just won't 'stick'! Have I missed a step somewhere?
I don't dare hook up my iphone til its fixed-its not been synched for about 8 months, and I'd HATE to lose everything

Please excuse my bad spelling and missing letters-I post here using either my iPhone or rathr rubbishy netbook, neither of whch have excellent keyboards! Sorry!
