Parking fine on a single yellow line

I'd love some help please...

I parked yesterday (Sunday) on a single yellow line in Richmond. The road I parked on is a CPZ and had pay & display bays with the parking times of 11 - 5 on a Sunday.

Having now read the council website it says that they do not need to put signs on every yellow line with the times and that you need to look at the signs when entering the zone.

However I walked up and down the street I parked on to check any signs around, and there were no signs on about half of the yellow lines. But the other half did have signs. The yellow line I parked on was about 40 metres (with a road inbetween) from a sign that gave hours for the yellow line restrictions. This sign was clearly shown underneath a parking bay sign. Where I parked had a parking bay sign, and no yellow line sign, so this confused me and I believed it would be ok to park on the single yellow as it was a Sunday afternoon.

Do I have any grounds for appeal as it was confusing with some areas signed and others not? Or should I just pay the fine now?

Basically a yellow line means you can not park unless the restriction is cancelled out by a separate sign on that line.
You could head over to pepipoo or whatever they call it with your fine and pictures.

Always, always worth checking with pepipoo posters to see if they think there are grounds to appeal a Council PCN. Here's the link, read the threads for an idea of what to post and what pics to provide, this is where to start a new topic:

And read the FAQs as well, here:

The lack of signage at the yellow line will not be an appeal point if it was a CPZ. But there could be other issues, either with the PCN or with the Traffic Order or with the CPZ signs at all entrances to the place where you parked.

Most people who appeal to the adjudicator win - but do bear in mind that Councils usualy decline a first informal appeal so do not give up at the first hurdle. Keep your Pepipoo thread updated with all letters you receive and you will know whether or not there are good grounds for appeal.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
