emulsion bubbling?

I have painted my kitchen but 1 wall keeps bubbling when painted.
The wall has been painted before with no problems but this time I put one coat on with no problems then put the second one on and this is when it started bubbling.I scraped them off when it dried and tried again but if anything it was worse the next time.
Any ideas?

Are you painting over wallpaper or lining paper by any chance.make the most of it, we are only here for the weekend.

Did you clean down the paintwork with sugar soap before painting? You may have painted over patches of grease...0

the walls are not lined or papered.
they were skimmed about 6 years ago and never had any trouble before.
didnt clean down the wall first but its only happened on 2 walls.
the house is let out and the previous tenants painted 2 walls red(dulux emulsion)i have painted over these with a cream so after 2 coats all was ok but now on applying third coat paint starts bubbling in patches....what can i do?0 -
You need to sand the affected parts and then apply a watered down coat of PVA before re-emulsioning.Eat vegetables and fear no creditors, rather than eat duck and hide.0

many other posters on other forums advise against using PVA at all...0
