Typical Reduction Payments

I am over my credit limit with the famous Rowan Atkinson advertised card company. I have rang them to arrange reduced monthly payment but won't lower or alter the interest charge. Is there any way still of doing this? They were going to set up a direct debit, but I have left it for now. Will the arranged monthly value be adhered to or will they be likely to up it when they want or will it be what i've stated I can pay?. I could not understand the explanation of the usage of the DD with him being Indian.
How good are cccs.co.uk? Do you not pay them anything at all not even at the end of payment? Can they enforce an interest reduction?
