Trying to get info about a property

Hi,
Me and my husband are looking to move house. We have a two year old daughter and are planning on having more children soon.
We have found a house that we like that is a repossession. The front garden is quite big and looks onto a road. The house is also a corner plot. There is no fencing at the front of the property nor is there any other houses on the street that have put up fences. However, a house opposite but on a different street has put up a small wall with iron fencing in it.
We would want to put a small fence so that our daughter can play safely. I have asked both estate agents who the property is for sale with to check the deeds to see if there are any restrictions. One said they wouldn't/couldn't do this. The other said they are looking into it but after 4 weeks they haven't got anywhere.
I have rung the council and they advised that any house looking onto a road can erect a fence up to 1 meter high. However, the guy on the phone seemed very disinterested and I felt that he was just trying to get me off the phone so I'm not sure how accurate this information is.
Can anyone advise how I can get the information we need and with the correct information.

you can get a copy of the 'deeds' from the land registry for a modest sum
this will say whether there is any convenant that stops you putting up a fence0 -

This sounds as if the local council has designed the area as open plan. Were you specific about the address when you talked to the council or did they just give you generalised advice?
