Wool felt underlay

Hi.
I have an extension on my house which is the bedroom. It has three external walls, a concrete floor and is north facing. It currently has carpet and, what I expect, is cheap underlay. This room is freezing all the time! It has built in wardrobes, louvre doors, the sides attached straight on the northern most wall with no backing and theres no carpet - bare concrete floor. Its always a little musty/damp and I have allergies. I was thinking of putting in an enginereed wood floor to make cleaning easier and reduce dust but have just read in a few other posts that wood can be cold, so I may be back to a new carpet and quality underlay. I have read that the wool felt underlay has much better thermal properties than the foam or rubber stuff. Does anyone have any excerience of it? Ok to go staight on concrete? Ive seen the Cloud 9 products recommended in the forums but the wool felt has better thermal properties and is cheaper, hence why Im looking into it. Any other suggestions to help sort this room out much appreciated.
Many thanks
