The problem is that the lino is lifting in the middle of the floor, the lino has been stretched once already and this sorted the problem for a few days. But within a few days the lino was back to the same.
I noticed when they done this that the floor had been screeded over the old vinyl tiles. The screed is dry.
Could they be damp in the existing floor that is causing the floor to lift.
My landlord is trying to blame my condenser dryer and wont get this repaired.
I've told them that they need to rip the kitchen and flooring out and restart coz the flooring under the units is a lot lower than the lino

Damp underneath lino would not make it lift. Heat from a vent on a condenser drier could make the lino expand and lift. Try redirecting the vent pipe.0
