    Go to landlordzone forums. They have better legal experts over there.

    Absolutely right. It is a more complex case and they can help better over there.

    I would guess the LA will be falling over backwards to re-house this couple. The compensation scheme will enable them to replace their goods and chattels lost in the fire. They may be surprised to discover their rent for a one bedroom social housing property will be little more than it was for a three bedroom AT property.
    Why would they be entitled to any compensation for the destroyed property they didn't own?

    Suggest you do not let this tenancy go without taking detailed professional legal advice. An assured tenancy gives more rights than you can get nowadays so make sure you really know the tenant's rights. I think this is beyond the scope of the forum here so I would not rely on the answers above.

    The blame lies with the rioters (change as per your political views) and the responsibility lies with the metropolitan police authority under the Riot Damages Act.

    Most likely, the tenant and landlord will both need to make a claim for their respective losses under the act.

    OP: They should contact shelter/CAB for advice quickly. The time limits on claims are short.
