As a former recruiter, it does disappoint me that this happen as I think it doesn't take much to send out a template email just letting someone know of an outcome, especially if it's promised. Unfortunately, it's an employer's market (agencies fall under this) and they can do this and will do more and more, so my advice is that if you've followed up after not hearing after two weeks, and still hear nothing, then move on and keep applying throughout.
In terms of keeping track, I've done the following - not sure if it's helpful but just in case...
- Added a folder on my computer to pop all of the jobs I have applied for
- In this I have a spreadsheet which details all of the jobs I've applied to, who I've done it through (e.g. which agency or direct), date of application, outcome, and any additional comments, e.g. had interview on X date
- I've also saved any emails in my email inbox
Most of this is to prove to JCP that I'm being organised and know what I'm doing - scared the living daylights out of them when I put a big scary lever arch folder in front of them in my first interview last time!

It's a common practice from agencies and as you say the job has already been filled or it is non existant.
As you say they just want as many CV's sent to them as they can for their own marketing purposes as they just want to know where you have recently been working and applying.
So annoying I'm afraid as most of them aren't interested in finding you a job.:mad:

It would be so much more stressful if you got a standard email with the "thanks but no thanks line"
I've found agencies to be worse than employers in some instances! Saw a job on Agency 1's website for a temp HR post with a company I've worked for in the past (who really liked me as they asked me to come back when a 2nd job opened up) - sent off my CV with a note saying more or less the above, and heard nothing. Sent another email a week later asking if they've received my email, no reply. I was really tempted to call up and ask if they were in the business of employing people!! Agency 2, submitted my details online, they emailed me asking for a copy of my CV, then 4 days after sending it I got an email saying they weren't taking any more people on - why ask me for my CV then?!
