Hi,

As the title of the thread says, if you are fined by the DVLA would you get a criminal record?

    Almost certainly not.

Only "recordable" offences create a criminal record. Very minor offences like speeding don't.

    have a look here:
http://en.wikipedia.org/wiki/Recordable_offence or search for "Recordable offence"

What about medical conditions and failure to notify at the time of diagnoses despite the fact that you weren't actually driving and didn't own a car

unless the DVLA are the police, i'd find it unlikely they can give you a criminal record.

The DVLA only hand out what is known as a civil penalty. It's not criminal so you won't have a criminal record.

:p Regular savers earn 6% interest (HSBC, First Direct, M&S) :p Loans cost 2.9% per year (Nationwide) = FREE money. :p

What bill of rights is this, I seem to have missed something.?

The Late Licensing Penalty - s.7A Vehicles Excise & Registration Act 1994, is treated as a civil debt.

They deal with other offences at Magistrates Court, although they often make an out of court offer before prosecution.
